Frequency vs rate
Frequency is a raw count of how many times a behaviour occurred; rate is that count divided by the time observed, usually expressed per minute.
Counting ten instances means little without knowing whether it was across ten minutes or a full school day. Rate makes observations of different lengths comparable.
Rate is the standard unit on a Standard Celeration Chart for exactly this reason.
